He is referring to low-function and dysfunctional autists. He is not referring to those without verbal or cognitive defects, able to function--however bothersome and difficult it may be--among Normies. He means folks like that one above. Some of them grow up to be very tall and large, capable--especially when enraged--of lethal violence; the rest remain able of getting themselves injured or killed due to that very thing happening. They cannot be left alone, ever.
These people need help that common people INCLUDING THEIR PARENTS AND RELATIVES cannot sustain life-long.
The only other outcomes are life-long imprisonment (and yes, that includes being in a home; being imprisoned for your own safety is still imprisonment) or getting killed by the cops when a violent reaction inevitably occurs and they present a clear and present danger that has to be put down.
Do you want them to be treated like a lame horse? No? Then sit the fuck down, shut the fuck up, and calm your fucking tits. This is a senior government official talking about doing something big and compassionate for vulnerable people that need big help, and that big help can only come from big actors like the US Federal Government.

Neither do I, but RFK Jr. is okay and Thralls of Empire aren't going to seriously fight him on this--they'll do performative play-acting, but it won't matter where it counts--because they benefit from fixing broken people and getting them rectified into a state where they become useful to the economy instead of a massive drain.
Oh, and if you don't think this is a problem, here are the receipts. These people--including the high-functioning ones--were not the result of genetic expression ab nihilio. This is the result of past Doing Fuckery that activiated an epigenetic switch, which is why these rates rose so far so fast mostly in the West (where all the fuckery is going on), and RFK wants to unfuck that fuckery- shut up and let him.
If you are getting in the way of someone trying to cure a disability--and stop lying to yourselves; you are disabled--that is utterly life-ruining, you are the bad guy here and you deserve to get shit upon. This is not the X-Man; you are not a mutant. Stop freaking out over fearings of being forcibly Normiefied; that ain't going to happen. It is good that someone with power is moving to fix a real problem for once- let the man cook!
